Steam DRM is optional on the devs part, I have several games in my library that I can just copy to a USB, put on my laptop without steam installed, double click the .exe and run without issue. For most games this isn't the case because most devs consider DRM a good thing, but technically speaking Steam is just giving them the option rather than enforcing it like some platforms.
