With Mangadex your reading list is still there, so migrating elsewhere is less tedious.

It matters a bit more when the scanlation hubs get hit compared to the leecher aggregators, because tons of scanlation groups quit and the community gets decentralized for a while. After batoto it was mostly madokami that worked out for a while, but tons of stuff were just dropped.

Borderline bizarre how much of a mess official English translations are, all manga I read are published by different publishers, the most bizarre one is INKR, you pay $5 a month for it and you can't even read the Manga, you need to buy the volumes with their own currency afterwards.
Honestly nearly everything you can find for free, only thing is that some have water marks but that doesn't matter if you're just reading for yourself. Hell, I even used raws with watermarks here the other day because I couldn't be bothered with buying and ripping something myself. It was just a couple of omakes though.
What I can't find I just buy if I want it or need it honestly. I almost buy everything for scanlation since I prefer ripping myself (unless in cases like mentioned). Scanlators had sole discretion on whether to keep scans up, take them down to hoard on their site, edit and replace them and so on so forth. They just send out some blanket report for any title they own obviously, but what if the contract with one of their artists says that the rights to authorize translations solely lie with the artist, and the artist actually authorized a fan-translation for non-commercial purpose only and the scanlator has evidence. It's not entirely impossible this could've happened at least oncee.

Scanlations already paywalled their shit when they were doing nothing but hosting a Discord server (also soon to be cracked down on now that Discord is going public).
Manga is really cheap. It's only like $10 at most for a single volume, and that's like 1-2 hours of reading material right there. Much more cost effective than movies of even most video-games, plus physical books don't require anything except adequate lighting.

If you implement a web reader where peers download the files through WebTorrent, they stop seeding the chapter/volume the moment they close the tab. And most likely they will contribute less than 1.00 ratio during their reading session, so the swarm needs other peers to seed enough to cover these people.
I think if you were to make a decentralised manga WebTorrent website, you'd need to incentivize the uploaders to continue to seeding their uploaded chapters for at least a couple of years.
