Itachi doesn't care about the leaf village that much, he mostly cares about Sasuke. Also he wants to die by Sasuke's hand because that's part of his self-loathing complex. So making Sasuke seek vengeance is what his entire plan is based on.
Plus he knows Danzo & co. will eventually kill Sasuke if he isn't powerful enough, that's why he advises him to seek power at any cost.
