It has a pretty good director that can work with almost no resource (Original JoJo seasons and Cells at Work).

My understanding is that the in-universe reasoning is a bunch of bureacracy that got put in place during the early days of heroes/vigilantes that never caught up with the modern everyone has quirks setting.

Like when less than 5% of the population had quirks most of which were minor gimmicks they set up laws regarding quirk use/training that was distinct from the police force to avoid shit like being assigned to specific locations and needing warrants and also because most work that heroes do is public safety oriented which makes them more like Firefighter's that punch people. It's the same bullshit that makes it illegal to use quirks in public and makes life so awful for oversized mutants.

This was such a good fucking episode. I feel bad making comparisons to the main series all the time, but its kind of inevitable when they're connected. There doesn't need to be a villain to beat up, the whole scene with saving the civilians, having help from a pro hero and Koichi pushing himself to 110% when he needed it the most just feels so, well, heroic. It feels like reading a comic book. Its so rare for the main series to get moments that actually feel like this, past the first couple arcs.

The lower power level is nice when it comes to letting everybody shine.

Iida Jr. can move faster than current Koichi quite obviously but by the end I think it's the difference between a rocket going in one direction (iida's obviously mobile but think comparably) vs a quad copter drone being able to zigzag freely all over the place.

Quirk is a physical ability and it's strength depends on how much you use it/train it, the same can be applied to real world, you could have a ripped body or you can be a fat slob it just depends on how much work you are willing to put in.
Also doesn't trigger just put your quirk in overdrive, so if you trained really hard you could probably reach trigger result some day.

It makes sense, Spidey managed to befriend other heroes even back when the public gave a shit about JJ's 'Threat or Menace' angle.

Koichi is a good vigilante.
He only breaks the law about unauthorized quirk usage, but that one is a dead law unless it causes damages.
What Koichi does is to stall until heroes arrive to solve the problem, just like a normal citizen holding a thief until the cops come to make things worse.

Air is all around you, as long as Koichi has any kind of leverage he can probably accelerate. Not sure if it can work in a vacuum though.

I think Vigilantes got the rookie hero or hero thingy properly than MHA. It might be slow but we're actually seeing the MC improve their own quirk and develop more as a character.

The anime skips over a bit of the scolding they get every once in a while. They're basically given a pass because they're not causing significant trouble.

Even if that was the case. Deku wasn't really the ideal rookie hero or hero aside from his personality of saving those who are in need. He was basically handed a powerful quirk, and his development was how to control it rather than how to improve it. It took like 2 or 3 seasons for him to learn how to kick.

He keeps getting a free pass because to the police, he's simply not worth the trouble. Koichi is just the friendly neighborhood Crawler, he helps grannies cross the streets, picks up trash off the streets and helps people. When people abuse their quirks he keeps situation in check until actual heroes arrive, he spends more time getting his ass kicked than actually throwing any punches. The police have bigger, more important issues to deal with than spending time and resources cracking down on this weirdo that hardly starts shit and is all around a positive influence on the community.
In the final few arcs of the manga when shit hits the fan, the police start actively hounding his ass whenever they spot him and they even bring in some pro heroes to subdue him because he gets involved in deep shit.

I wish we got more of the middle ground between helping old ladies and saving the world. Koichi being a vigilante isn't a problem because 99% of what he does is be helpful around the neighbourhood but what we don't see enough of from the pro side are the things the students are trained on like disaster relief, accident cleanup (ie take a crashed car off the road with super strength), and agency work like tv appearances.
