In a lot of ways Stone Ocean is seen with less regards to the other Jojo parts in both eastern and western cultures. Not to mention it is the final fully weekly part that Jojo was in
I suppose my question is what was Part 6's faults and what could've been changed to make it more acceptable in the eyes of the larger portion of the fanbase?

Just have the gang together more often. It's otherwise fine.
The first half is too enclosed in a single location. Some of the most fun parts of Jojo is seeing the characters exploring new environments or going on a journey. But 50% of SO takes place in the prison. And they did try to mix it up with the SHU unit and Bayou but yeah I got a bit tired of the jail setting very quickly.
Doesn't help that for being a "Jobro" Hermes doesn't even really interact with Jolyne for majority of the part
Rikiel should have been a companion and they shouldn't have "died" in the end.
And Dio's other sons should've been in Part 5
Which Part has the best name?
Stardust Crusaders. The name tells you right away you're about to embark on an epic heroes' journey. Parts 1-7 all have cool names but for every part except 2 and 3 you have to actually start the part before you get a picture of what the name means. Battle Tendency and Stardust Crusaders are both what-you-see-is-what-you-get names, and Stardust Crusaders sounds more majestic. Good thing Araki changed it from Heritage for the Future.
I personally enjoyed part 6 more than DiU and GW.
It was a fun read.

Personally I don't like Part 6's characters
Jolyne is great but everyone else is eh to me. There's no big stand out like Bruno or Rohan or Gyro. Sure Annasui is funny and FF is cute but that can only get you so far

Jotaro beat a grown man into a bloody pulp when he was 7 years old. You're not beating him in a fist fight

Josuke4 is a wild card. On his own I don't think he's a great hand to hand fighter but if you say something about his hair he might be unbeatable.
Giorno doesn't seem like the type of kid who got into fist fights growing up so he'd be pretty useless

Jodio hasn't shown us his full on psychopathic nature yet in a fight, he might gain tard rage and be stronger than Jotaro for all we know

A lot of it is I think it's really obvious the Araki was burnt out when it came to ideas for Stand powers/fights at the start of the part. Both in thinking them up and writing them up. The fights are often hard to follow because the powers are ill defined or constantly being changed mid-fight (insert "same kind of stand" joke here) and things are just dragged out to fill up page count because Araki doesn't know where to go with the fight. Perhaps the best example is right at the start with Manhattan Transfer where the fight ends and Araki realizes he has no idea what to do next so he just says "That fight didn't happen it was just a dream, now watch the exact same fight a second time but it's not a dream this time I swear!".

They said make the part BETTER not WORSE. Rikiel's the prime example of Part 6's characters being gimmicky. He'd overstay his welcome in an instant.
Yeah but isn't that still his strength? I thought in SDC the stand is just an extension of the user like how the stand can grab onto a ledge and then one panel later the user is grabbing the same ledge with his bare hand. Part 4+ stands are a little different.

Character designs tend to be pretty shitty at this point.
But really the style is too overly dire and mean spirited for Jump as well. Part 6 really never has that time period where you see a light at the end of the tunnel. The main cast just eats shit over and over again and they're obviously outmanned and outgunned the entire time.
Pucci is also annoyingly hypercompetent at times, particularly him fighting without eyesight against Weather and Anasui and winning easily.

Calls his mom a bitch, but shows concern when she's not feeling well and will travel to the middle east to punch a 100 year old vampire to death to make her feel better.

Nah having girl shonen MC is fine as long as she's cute / attractive. However much I like Jolyne, let's be real, Araki's art style doesn't really make conventionally attractive female characters. especially for the shonen readers. Also, the gang needed more moments together. Ermes was supposed to be the main jobro but she disappeared for half the part, the momentum from Sports Maxx arc was already gone down to drain. FF could've been popular but she died too early. Anasui got introduced too late. In exception to Jolyne, they never had real connection with each other, other than maybe Anasui - Weather or Anasui - FF (who got wasted early), that's why the supposedly dramatic scene of Ermes secretly crying for Weather felt absurd and unrealistic. A compelling antagonistic group is also important yet in SO they felt piss poor, mediocre designs, too individualistic and detached from each other compared to GW for example where La Squadra became a fan favorite. I liked the Part and Pucci is honestly one of the series' best antagonist but I can see why it doesn't appeal to many people.

Reminder, Part 6's fights were so bad that it's the only time David Pro rewrote an outcome to a fight. Every other fight even ones that got cut down or lengthened still kept the overall flow and outcome. Marilyn Manson's was changed to try and make it look more clever and satisfying.
It has the best ending out of the original 6 parts. The issue is that some of the stand ideas become too complicated. Araki was smart to make the stands in part 7 fairly simple.

Even with stands like scary monsters, all the dumb things it does later can still just be brushed off as “yeah, dinosaurs”

I think Araki overcorrected from part 5, where Giorno only wins like a handful of stand battles solo despite being the mc. Jolyne does most of the fighting, but that leaves the supporting cast with less to do.
The solution would be a smaller cast or a cast with mostly utility or support stands.
