I remember NISIO, the author of Monogatari, did an entire chapter in a later book where he breaks the fourth wall to give a long rant about Nadeko. He originally considered he a very boring character that he made without thinking and nearly wrote her out of the series after her first appearance. Every time he's tried writing her after that, he thinks "alright, this is probably the last time I'm using this character", then always it ends up escalating out of control. Even he's not sure how she keeps getting her own books.

Sometimes writers just write what feels natural at the time and it ends up taking the story in a direction they didn't mean to.

I can think of two points.
One is that some (most) writers just write stuff as it goes and don't pay much attention to bigger picture. And character might seem different between their page-by-page depiction, versus they grand role in the story.

Another point is that readers often have wildly different reactions to characters, compared to expectations by author. And this often forces author to adapt to their audience. Which will have impact on their original intent with the character.

From what I've seen the character basically has all the good parts of Māomāo, except flirts with everyone and is really funny. That's all amazing except this face.
Had they put this personality into the frog-included eunuch from the start, it'd be kino.

Sometimes authors just write themselves into corners. Like let's say Jinshi was just meant to be a joke character. But then the author gets an idea for a scene where Maomao tells a higher up that she wishes to be executed through poisoning. So they have to go through the list of characters who would make sense for the scene and Jinshi is the obvious option.

It probably wasn't meant that way at the time, but by choosing Jinshi for the scene, the precedent was accidentally set that the two of them are close enough to have a serious conversation like that. Now Jinshi is the go-to character for similar scenes and their relationship slowly develops every time one happens. Before the author knows it, Jinshi is suddenly a serious love interest and it's too popular a part of the series to undo.
