So specialists are extremely rare, about 1 in 3000 people, but I get the feeling that specialists by birth are also simply more likely to awaken to nen on their own compared to the thousands of untapped people of other categories. Like if 1 out of every 10 "birth specialists" awakens to nen on their own, only 1 out of every 100 enhances or conjurors etc would awaken to nen on their own
I think this gives a slightly explanation as to why we've seen quite a few specialists in the series (we've not met anywhere close to 3000 nen users during this series yet we've seen many more specialists)

If she weren't a Specialist, she wouldn't be able to maintain these abilities, because these two categories aren’t compatible when we look at the nen chart.
