If anything, you have too few restrictions. The fact they are uncontrolable and random is no hindrance if they are drawn to the target anyway. Heck, you not having to control them is a boon. The chance of friendly fire is low and you should have easy time defending yourself. The varying stats are also hardly a hindrance if they keep spawning continuously, so good ones are nearly guaranteed to appear, and unpredictability actually makes it harder for the target. Now if it was something like "the bullets will keep moving randomly around my en sphere" that would make it a high-risk/high gain situation. Or, say, "between any two waves, there's a 15 second break when I'm in enforced zetsu unless the target dies beforehand; if the target wins the game, that's additional 2.5 minutes of zetsu on me".

It probably is cheap in how he uses it. Functionally while it does govern the use and transfer of the ability, it also analyzes it, which Dogman could do by smelling the person it came from. It doesn't require a floating dolphin to analyze abilities, nor is it really needed to transfer the abilities. It could have been more complicated to analyze the ability and transfer that knowledge directly though. Also I think he could have also just made a heads up display, that wouldn't need to be invisible to other people because it fundamentally wouldn't be, but Kurapika isn't a gamer.
