The story makes a lot of cases for what qualifies. Like Teleportation powers. The Greed Island boxer was a low level emitter because he had to use nen script to teleport his fist. But in the same arc Goreinu had two gorillas he made that can warp a whole person and the next arc had Knov who was teleporting people across a whole country. We also learned this arc that some landmine or barrier teleportation abilities have limited uses before the user has to refresh the ability. Something not seen with people like Knov or Goreinu.

It's not some itemized list of hard facts. But lower level hatsu tend to have far more rudimentary applications or functions. Tocino could manipulate 11 nen dolls, but they were far dumber puppets compared to Morel's Smoke Soldiers or Pitou's puppets in how they could respond to things. Tocino probably being in the middle range of nen users all things considered.

I think this part plays into how people misunderstand how detrimental % is when developing abilities. 60% and even 40% doesn't mean the powers have to be shit and that assumes level 10 is the baseline when characters fluxuate in terms of skill. Kastro was obviously someone who could have been a top contender even in the nen world, even with all the time he put into his doppelganger he still mastered enhancement enough to make his Tiger Bite a formidable weapon, and he could even grant a huge amount of aura to his clone to do the same. Kastro wasn't some level 10 enhancer, I can't guess a higher number because the story only used that as an abstraction and 10 was probably just a concession for easy math. But Kastro was clearly a higher level enhancer during his fight so his potential with manipulation and conjuration was also higher.
