The peak of the story was the basement recapture fightz and all the waiting before that to see what the hell is going on. In my opinion that part and that blue balling up to that point was so good there was nothing they could do to top that. The author set the bar too high for himself. Unlike Eren, Lelouch at least has convincing reasons and build up for Zero Requiem.

1) Over the series Lelouch transforms from cynic to an optimist willing believe that given the chance, humans are willing to put aside their differences and create better future together.This is the point of contention between him and Charles and Schneizel who favor past and present respectively. Charles' ideal world is static existence where humanity is merged together whereas Schneizel is too afraid to risk future being better than the present status quo. Lelouch himself admits to Suzaku that Requiem is a gamble, albeit one he has stacked in his favor.

2) Although on the screen only atrocities Lelouch commits as Demon Emperor is "killing anyone who criticizes him along with their family", he probably needed to nuke multiple locations to both reduce threats against his reign and to build up sufficient hatred against himself. Having common point of hatred is powerful uniting factor for humans, especially when its combined with shared object of worship (Zero).

3) Zero is perfectly setup as Savior/God for people's faith in contrast to Lelouch's Devil, and while that kind of identity cannot be understated, he also has legal backing. People who shit on Requiem forget that Zero was legally the Supreme Commander of the Black Knights which would be the only recognized military of the UFN in post-Requiem world. Similarly, Zero being Nunnally's "bodyguard" while defacto holding her hostage in the eyes of the world and Geassed Schneizel are there to both keep Brits in line and to allow Suzaku access to someone who can actually administer the system and be 100% loyal.

4) Lelouch blowing up Mt. Fuji erased significant chunk of Japan and thus world's Sakuradite supply, making Japan less attractive and expediting the transition for other energy sources.

Zero Requiem is by no means perfect, but it makes perfect sense in-universe and its status as gamble was never in question

In contrast, Eren's half-hearted rumbling just falls flat: it does not align with his characterization for freedom at all: Eren's friends remain slaves to his whims and Eren himself remains shackled to future he saw and was unable to change, being complete slaves.

World Eren leaves behind is similarly just as fucked with humanity 80% genocided and both convinced and justified in their belief that Eldians and Paradis alike need to be genocided in return.

Eren accomplishes nothing apart from dooming his friends, country and race with no attempts to stack the deck in favor of Armin & co. managing to unfuck the mess he made.

tl;dr: Isayama is hack, Eren is retarded and comparing Eren's half-hearted rumbling to Zero Requiem is insultingly which is hilarious since somehow meme anime like Code Geass managed to have more serious & believable setup for its ending
