Noble Phantasms, in order to harm Dead Apostles, would need to be A) authentic unlike the fake ones Dumas gave the police and B) wielded by an actual Heroic Spirit to give them their full conceptual strength against an existence that negates human concepts.

Now, think the same thing for someone who's been indiscriminately eating entire cities and pooling their power for at least a thousand years. There is a reason why the Church requires 100 years of prep time to even begin a compaign to hunt a single Ancestor, something they've only managed twice.
Even if Servants and vampires are on a similar level in terms of abilities, aged vampires have lived for hundreds, thousands of years and been accumulating power throughout that time.

In the old continuity. In Remake we explicitly see Arcueid amping her power above the combined strength of Ciel and the Seventh Scripture plus taking extra power to account for a possible trump card Ciel might have been hiding despite having no proof she had one.
This is excluding things like Event Storage and other Authorities she has. Remake Arcueid would desimate Gil and any Servant because she decides how much power she takes, since she is the soul of the planet itself, she is the highest possible Authority on Earth.
