Part 1 is just...better, on almost every level.
The story just takes itself more seriously, it shows greater compromise with it's characters and worldbuilding.
I recently caught myself re-reading some stuff in early Part 1 and I then I stopped midway through Bomb Arc, it's just a page turner, again, the dialogue and mysteries are much richer.
Part 2 on the other hand is just a mess, Denji isn't a character capable of carrying the narrative on his own because he's a reactive character without a clear objective, so when you're following him around you never know if the story is progressing somewhere. The absense of a grounded character like Aki and a comedic one like Power severely hurt his character further.

Asa and Yoru are probably the only good thing to come out of Part 2, yet they don't receive proper focus. All characters just feel bland, clueless and disconected from one another, you don't have a "rich environment" with several character dynamics like you did in Part 1, there is barely anything to get attached to.
But by far Part 2's greatest sin is it's utter inability to take itself seriously, the conclusions are always sudden, rushed and bizarre, deliberately so, it also makes no effort to really present any new interesting concept.
