The concept of a Suicide Squad style team going in missions around the globe doesn't mesh with the high-stakes plot of having to find a cure for a deadly virus in a month. Most episodes it feels like the characters only work begrudgingly and have no motivation.
The setup worked in Bebop because the characters' motivation was money, so they could go at their own pace.

I love how "people" like you conveniently forget to mention the context of which these things happened. CB had transsexuals, but they were frequently made fun of and the primary subject of comic relief in the episodes they appeared. Even Gren, a character whose androgyny was a major plot point, was never transgender. CB had strong female characters, but not girlbosses, which is what is mainly being criticized: Faye for example is the damsel in distress in many episodes and uses her sexuality to manipulate men which is a massive no-no for the woke audience. CB also has plenty of white characters (Gren for instance was initially conceptualized as looking like Brad Pitt), but it is also an anime and most anime is centered around asian characters (obviously). Spike, Faye and Jet are all unmistakably asian.

So no CB was never "woke". Transgenders are laughing stocks and freaks in CB, women aren't girlbosses and it isn't filled with token blacks like some Netflix show, it is so "unwoke" that journos were tearing into the show for being so "dated" before the live action Netflix remake came out.

It failed for the same reason the FLCL sequels failed. Adult Swim couldn't grasp the concept of something popular not having a sequel (a common Western mindset), so they paid the studio that didn't even work on the original to make a sequel by all means necessary, resulting in a stupid, uninspired mess. Except they didn't have the rights for Cowboy Bebop this time, so they asked for Cowboy Bebop at home.
