I don't think the oldori leaders were ever meant to replace Kasumi since they existed in the same context. The MyGo anime more clearly tries to draw comparisons to PoPiPa's introduction.
RAS were always part of the same "generation" if such a word can even be applied to bandori (i guess it do now with mygomujica)
But irl they were already a part of the franchise years before the band was even conceptualized and their story always intertwined with each other both in the anime and post-anime contents
