Are KGB and Ichi the only manga without a fresh anime release which keeps growing while all others are in the steady decline?

Unironically, I can see KB getting anime announcement before Akane. With Himaten now surpassing KB in sales, it might seem unfair to give KB an anniversary cover while Himaten likely won’t get one for its first. But they could justify KB cover by sneaking in anime announcement for its second anniversary. Not the first, because recently Elusive Samurai did the same.

This way, KB would lose one obligatory cover (for anime announcement) and probably won’t get one for third anniversary (since it’ll be near the ending by then). Leaving just one cover left to celebrate the anime start, which is fair for its sales. Also among current WSJ series, KB needs an early anime announcement the most since it’s already below axebait.
