Forced animation/over-animation
Moves just to move. Is unconvincing and poorly-conceived by very nature. Lacks both a storyteller's voice or a craftsman's wit.
Dishonest animation
Basically, it's the same as forced animation, except it achieves, on some level, either storytelling or craftsmanship, but never both. Neither amateur, nor professional.

When the spike in frames and additional or otherwise larger movements comes with no apparent purpose for the scene that's happening in its context compared to the rest of the story. Naomi pointing a gun at the jester in an earlier episode had a frame spike that could contribute to the drama and the jester's inhuman movements to dodge bullets, but this scene had no proper setup or direction for how casually and hastily Naomi was revealing herself to not be human (only androids could survive in that environment).

Chansard is also bad yes, the poster child of all the problems that many younger animators (in particular foreign ones for some reason) have, it's all motion for the sake of motion, there's no soul behind it and the readability of their cuts is awful. It could be somewhat excused if they were like some of the webgen animators, who, while making unreadable cuts, were still trying to innovate with their styles. Chansard and other animators of his kind are not doing that however, they are all just copies of each other, it's an ouroboros creative death.
What makes Chansard extra annoying in my mind though is that he's been doing key animation for something like 5 years and he just refuses to change. I like to compare him to Hiroto Nagata, when he first started catching people's attention in 2021, it was also hard to discern what was happening in his cuts, but you know what's the difference? Nagata listened to the criticism, look at his stuff today, his style is still there but now you can actually tell what the fuck is going on, it looks great. Chansard on the other hand just keeps doing the same thing over and over, the same lack of understanding what the real purpose of movement in animation is, the same unreadable bullshit.
Shida on the other hand is a different case in my mind. I don't think he's like Chansard, I think Shida actually understands animation in a way Chansard never could, every now and then he'll even create something that I genuinely like (see this sakugabooru.com/post/show/150992). My problem is that for every good cut he makes, there's like 5 where he seems to over commit to a few signature elements of his style, his timing and spacing are way too regular, it makes a lot of the movement (specially character animation) feel uncanny. His obsession for animating on 1s is kinda cool in moderation, but his usual stuff is not using it in moderation.
I'd take Shida before Chansard, but I dislike both, both can be bad.

not to suck anon's dick but this is pretty much the best, most succinct way of putting it. yes, things like "storyteller's voice" or "craftsman's wit" are admittedly subjective at best and unhelpful abstractions at worst, but anyone with an actual eye for art can distinguish stuff like this, silly as it may sound.
