Because they were based upon real delinquents, and those kinds of delinquents faded away by the 90s. As far as I am aware they had mostly died out in the 80s, and later groups were instead inspired by fictional depictions. We're multiple generations out from anyone having interact with that sort while in school, and their depictions in anime and manga being based upon earlier depictions in anime and manga. There are still bullies and delinquents in japan, but they're different, and less socially acceptable to depict. Also those old-school delinquents were a product of the reconstruction era in japan, the forces that caused their development are long gone.
Even the delinquent heroes in shounen manga mostly targeted other bullies amd rival delinquents. They were mostly delinquents because their personalities were rough and crude.
Say what you want about dandadan but at least they had some delinquents being the good guys. You don't see that a lot these days.
