Big, voluminous hairstyles like that were popular when the loli and mecha booms of the 1980's were occurring, which means that basically the heart and soul of modern anime was forged in Aquanet hairspray. You could even argue that it never really went away. Anime hair wasn't always anime hair, go watch Heidi or Princess Knight or whatever if you don't believe me. Many of the tropes in anime hair looking shapely and wild probably owe something to the imitation of IRL poofy foofy hairstyles. A lot of the old manga magazines would showcase the characters done up in 1980's fashion, too, so works done in imitation of those styles will automatically have some amount of 1980's fashion influence.
