I do think he's tired but it only shows on how neglected the secondary cast is, when it was undeniably the best part of the early days. Ever since timeskip (arguably ever since Thriller Bark) One Piece is an excuse for him to doodle whatever thing he's in the mood for for three years in a row which creates the illusion of worldbuilding, and is how he's keeping his sanity. Sometimes this really is to the detriment of the story, like how he shoved the most embarrassing Goemon Ishikawa caricature down everyone's throat for like 5 years.

Oda likes to use various parts of history and lore to his characters. Kinemon looks like goemon here and Oden was a mixture of ibisumaru and goemon and other shogen. But mainly Oda likes to use those really important moments to show their death.

In all creative industries there are people who work on one series their whole life and there are those who work on lots of different titles. Oda certainly isn't the only mangaka to work on only one series his whole life. Off the top of my head there's Takao Saito (Golgo 13), Momoko Sakura (Chibi Maruko-chan), Gosho Aoyama (Detective Conan) and Yuji Shiozaki (Ikki Tousen). Note that most mangaka who work on one series their whole life still take on other smaller projects. One shots, collaborations, commisions for other projects, and so on.

However I would say that manga especially seems to be an industry where most success is a one-hit wonder; there are very few mangaka who have created multiple highly-successful series. Most successful battle shonen mangaka are known for their one series; even if they have created other manga afterward, those manga might be popular enough to be profitable but they never even come close to the success of their previous manga. For comparison, most well-known film directors or game directors have created multiple successful unrelated works.

Naruto himself is a terrible example of "hard work" since he always gets saved by his kyubi powers and those are the only reason anyone ever gives him the time of day, he never learns shit on his own, he was ALWAYS ninja Jesus. Luffy's ascent to godhood was gradual and rose to ludicrous levels, kind of in the same way Naruto kept getting more and more gifts. Contrast to like, Little Witch Academia's second season which was about how the ultimate prophecy was kind of worthless and dangerous in the hands of a retard protag, yet at the very end, Akko is seen flying a regular broom on her own and we end on that. Naruto and Luffy and company are just inheritors of god powers with the intellect of a five year old that never learn anything lmao they're just power fantasies for dummies that never want to learn jack.

I would say Rumiko Takahashi who has made Urusei Yatsura, Maison Ikkoku, Ranma 1/2 and Inuyasha.

Not him but for me it's Shotaro Ishinomori or Go Nagai whose work even influenced other mediums. Go Nagai in particular has a ludicrously influential body of work and popularized eroticism in manga, giant robots and hyper violence, and Ishinomori basically created every classic tokusatsu hero, and was arguably the first ever mangaka to be pushed to the levels Toriyama or Oda would be pushed to with the long-running Cyborg 009, down to the point his burnout was a cautionary tale to many of popular authors fell prey to, even Oda yes. Personally I'd say the former because Sabu to Ichi is a better comic than any powerlevel shonen ever made.
