Jojolion only really gets bad at the very end, when it becomes clear that Araki dropped a ton of plot points instead of wrapping them up, and that Tooru actually is the main villain of the part. Before that point, it looks redeemable, and you only realize how long ago it went downhill with the power of retrospect.

Okuyasu would fall for all of their tricks while Josuke would fix everything and make all the scammers go "HUU~~~~~HH?". Then a scammer goes too far and make them kill an animal (like the tortosie) prompting Josuke to just rearrange the whole street along with every scammers face.

As a first time reader, my biggest issue is the pacing. 7 would occasionally drag out a scene here and there, such as Gyro trying to keep Oye's bomb going off and Valentine's shenanigans while getting infinitely looped into the ground, but I feel like almost every arc so far in 8 has dragged itself out. I can only think part of that is because there's no immediate goal Josuke can head straight towards like Johnny had with Gyro's mystical Spin powers, then followed by the corpse. I keep thinking to myself that every arc so far could've mesh two chapters together to help the pacing, like Soft & Wet Parts 3 and 4 or Born This Way Parts 1 & 2 + some of 3.

Yasuho is very likable for some reason.

The idea of Araki referencing a niche meme album is absurd on its own.

I will undertake the impossible task of talking in favor of Tsurugi...
While I 100% understand the hate he gets but I do think he is an amazing character outside of the Paper Moon Arc, after this he becomes more Sympathetic and childlike, while still retaining the versatile and creative use of his stand. His relationship with his parents are one of the best things In Jojolion and if you recognize Jobin as a good character, or recognize his potential you must also recognize how much Tsurugi adds to him as an compelling antagonist
His introduction really sets him back because otherwise he would be only bellow Lucy when it comes to child sidekick Jojo characters.
Not to mention that Paper Moon King is one of the few times Araki managed to make an allied long Range stand consistently useful without nerfing the stand or the user.
Honestly Araki when too far with his introduction, likely because he was horny and just wanted to project his fantasies on the manga instead of thinking what would be appropriate for the character.
If all Tsurugi did was scare Yasuho a bit with the faces his apology would be more convincing.

I think whatever there's of his character arc gets botched.
