I think it's less a matter of raw strength and more the scale of destruction and purpose. USJ Nomu was an All Might killer under complete control of Shigaraki. It could do terrible shit, there's no question, but not at the scale High End could.

Shouto is truly the unsung hero of this fandom, the reason people hate or find her boring or non existent is because they don't have any or the clarity of patience for his character. They prefer a character all guns blazing and simple to a fault exploding and beating up characters as a childish power fantasy urge not seeking any nuance or character understanding of a development. Shouto quite simply is for grown ups and it's sad people in this board dont appreciate or find him engaging and interesting as a well written characters with realistic problems and issues to explore and his development through them. Ignoring the retard take here, there's zero doubts that Shoto had the most reasons to be the one to have lots of attitude and mentality issues but it's so refreshing he was written to be the calmest and level-headed one who's always respectful and polite(amd sometimes he wasnt even that he was as buck wild as bakugou). Started off with the cliche of the most naturally talented and powerful, but edgy traumatized kid resulting in self-isolation which was squashed very early on and his trauma was handled well long-term, even integrated as one of the core storylines of the series.

Bakugo is Bakugo and Deku's proven to be your classic pure-hearted and scarily idealistic to the point he went full psycho trying to do good. (Doesn't help his idol + mentor All Might himself is an even bigger psycho especially his suicidal Iron Might phase)

Wants to be a hero who helps people -> textbook professionalism with your typical quiet kid awkwardness + good heart who wants to fulfill his role as a hero outside of the superpower work. No drastic transformation necessary such as suddenly becoming uber confident and charismatic or something, and it works. The fact that his hero name is AC hero Shoto is enough to indicate he's still the same dude from day 1.

Thirdly, most likely about anything. The family most likely asked him how he survived and what he was up to over the years minus the grisly details. They likely told him what they all were up to over the years when they all thought he was dead. Plus other things that may have came up.
