The federation mostly exists as a scheme to funnel all the wealth in the Earth Sphere to a handful of elites (mostly Anaheim towards the end of UC). We know from G-Reco that they eventually fail in a colossal fuckup that nearly wipes out humanity and renders Earth uninhabitable for a century. It's still far better than whatever the colonies and Jupiter (mostly Jupiter) are cooking up, and a 100 times better than their counterparts in other series like SEED or Wing.

Why an "extraterrestrial biological emergency" instead of clarifying a disease, a virus, complications from living in space despite the colonies, a space alien invasion, etc.? Why did they even think a space-adapted human race might emerge like they'd be distinct from normal humans used to living in space, and why would such an ambiguous classifcation warrant prioritizing their roles in government? If one guy is better at withstanding health impediments from a 0G environment than most people, why he he prioritized for being being a governor? Is a campaign instantly made to put him in a senate or make him the prime minister? Is he qualified for administering the government whatsoever?

Since the Psycho Gundam appears to be fighting inside Side 6 in the episode preview, it depends on how often and in how many directions it fires. Since the Psycho Gundam generally fires beams in various directions, and even one beam can devastate a colony, this thing could potentially destroy Side 6 outright even if it fails to hit the MCs a single time. If it fails to even punch a hole in Side 6 for some reason, be it how thick the metal is or the beams somehow all fizzling out before reaching a wall/floor/etc., this will perhaps be the worst showing of the Psycho Gundam ever and will make the concept itself look super pathetic, and it was already a machine more for ruining its pilots than for defeating its enemies.
