I'm starting to come to the idea that there won't be a "final war arc" as a separate, self-contained thing. What we will get from now on is a constantly on-going war that spans a large amount of time, with different battles and fronts coming and going as we progress through the story, and we will see it in the form of cutaways to different places Egghead-style while we follow the Straw Hats' POV and see their involvement in it.

Because really, "MARY GEOISE IS BURNING AND UNDER ATTACK" basically means the war is already on-going. We aren't "building up" to it, we are already seeing it.
