In order to "interface" with One Piece, the prophesied time needs to have come. I think that time will come regardless of if someone has the fruit or not. I think that time will come regardless of if "Nika" exists or not. If not Luffy, it would simply be someone else, even someone without the fruit. Someone capable of bringing "Freedom", regardless of their actual status.
So, it wouldn't matter if Roger had the fruit or not. Too early is too early. This also plays into what was said a couple of chapters ago about waiting for the world to end. This all has to go down at the right time, and the right place, regardless of "who" or "what" is present.
