Souls definitely seem to be a big factor in the overall narrative, with Big Mom, Brook, the Abyss, Imu, Vegapunk talking about the weight of a soul, Kuma's braindead body moved solely by his soul etc. This is probably why Haki can resist and negate certain Devil Fruit abilities, it's pure willpower/soul power overpowering the Hellish forces of Devil Fruits, hence "Haki conquers all".

Power levels in One Piece are a meme, but even that aside, it's pretty hard to scale him. His best solo "feat" is probably one-shotting Kunyun and other Black Maria bitches. But on the other hand, his only legit losses are Big Mom and Perospero, both off-screen and Perospero's case, last we saw him, he was fighting an onslaught of soldiers with Chopper, Peros could have very well caught them in the middle of that fight. There's Gunko too, but it's the usual case of fighting an unknown ability, he'd probably do better in a rematch (not to mention it being a group fight turned out to be a detriment for the group).
