Because the editor made him add this character, and he didn't have any long-term plans for him.

Kishimoto wanted Guy to have all of the cool taijutsu moments, and it made more sense narratively with him being Kakashi's rival and experienced with sharingan users. There was no room for a carbon copy of Guy but just worse.

It's all about the Naruto character arc. It reflects the rivalry between Sasuke and Naruto.

To hand out a copy power up to Sasuke like a Mega Man bad guy. Also, literally to job in the truest wrestling sense. He was introduced strong, then had an even stronger moment, and then gets outclassed instantly to show how much Sasuke had grown when he comes in and no diffs the level of Gaara that Lee almost killed himself against.
Despite Lee himself insisting otherwise at face value, none of his narrative purpose had to do with Neji or Naruto. His inclusion is all about Sasuke.

Cool idea that would eventually be out of focus for the latter half of the series, only for Guy to take his place and almost die since Rock Lee dying would be a bit sadder since he was younger. There wasn't a full end goal, but whatever it could have been, it was taken from him and given to Guy.

Kishimoto wanted to have a guy who does nothing but punch and kick, and have him fight a guy who only does ninja magic. The two opposite extremes of the ninja spectrum.

Why does he have any fans?

His one big fight was really cool and he was the main character of it despite losing.

Why was Gaara fixated on Sasuke anyway? Sasuke's showing in the prelims was pathetic and that's the only time Gaara sees Sasuke fight.
