Maybe im wrong, but the thing is a program that has voicebanks, and then you use one of them and modulate it voice with some variables like tone, etc, in order for it to soud like a noemal person. TTS just reads, vocaloids (and I suppose any virtual voice like neurosama) are more advanced.
