My opinion on what the actual best one is fluctuates a lot. Sometimes I prefer SoP for being self-contained and going full retard on the edgegoofkino but other times I prefer RW for including other spinoffs and having way more girth to its plot and characters. As for PE I just couldn't wrap my head around Wani's BPD behavior for most of it and ended up liking distractions like the Keizoku battle far more than the disjointed KMM prequel stuff.

Has multiple scenes taking place in Ooarai, incl. the final battle against the namesake school, so advert potential is there. Nogami worked on GuP for most of its early/mid lifespan and has close ties to Actas and Miz. RW's also very well rated and has dedicated fans, who still celebrate it and its characters.
LA1/2
While its creators are far more disconnected to main GuP than Nogami, LA2 is practically set in Ooarai for half its runtime, so it's got the same ad potential as RW. Tone is also closer to that of main GuP and it's overall a smaller story with less twists and turns.
Maginot
Is short and sweet and can easily be added into the main lore thanks to Eclair and Fondue being in DF since 2019. Isn't really set in Ooarai but there's room to add a scene or two of the school carrier being on dock. Saitaniya keeps it safe so he's got an easy way in.
Anzio
Chovy's super fucken popular to the point they keep putting her in GuP after she bit the dust in DF3. Has an entire segment dedicated to Ooarai and quite a few extra scenes set in it too.
everything else
Doesn't have any scenes featuring Ooarai (besides SoP's epilogue featuring the setup for the TV anime's first episode) and therefore has no marketing potential for the town. Lots of these projects also fall under one-and-done things whose creators decided to create as their sole contribution to the IP.

Saitaniya wins, he joined gup since the beginning and has possible connections with the anime staff, already got two of his ocs used in the anime. In fact he had no direct trouble with the company or publisher.
Yoshida started his licensed work in 2018, has none of his ocs picked by miz, and had some drama with the company which lead to him quitting gup manga. He even said Miz and the creation comittee probablu doesn't even care about his work, while Saitaniya didn't really commented these kind of statements.
It might feel unfair, but it's business and personal connections after all.

Believe it or not, Maginot's kino of the highest order, because it actually hits the sweetspot of feeling like main GuP. It reads like a long-lost script for TV episodes taking place between EP4 and EP5. It features cute and cool new characters, an engaging sub-arc for Ooarai and Maginot, as well as an alright battle that displays Mibolin and her crew's developing skills while they're still trying to figure things out. The art is a massive improvement from the GuP manga adaptation (no more alien yukarin eyes) and there's actually cool action panels now unlike the dry stuff from the aforementioned work. He managed to make Eclair my favorite commander off of one puny battle and a bit of dialogue between her and just a few other characters - that's an actual achievement.
...and that's why Phase Erika and Fir Tree kinda left me disappointed. The art plateaued in quality (and in the latter's case Saitaniya didn't even bother doing the art), and neither of them have a captivating story - or at least a good execution of one. PE holds your attention with Leila and Keizoku, and FT does the same with Noemi and Saunders (on top of the pretty panels and covers).
