instead of saying things feel like filler explain what about the tone/pacing of the "filler" parts turned you off for example; cowboy bebop is full of lighter episodic bits that aren't really building into a main plot but to many (or at least myself) that and the varied tone is a major part of the appeal and it would be a worse show if it were constantly barreling forwards in one clear direction. You clearly didn't enjoy the less focused and straightforward progression of bebop but you're failing to articulate it. If your criticism is just calling things good or bad or comparing them to other things without explaining your reasoning it's basically meaningless

This is why you should never trust popular opinion on anything. Usually there's cultural reasons beyond the series that better explains its popularity rather than the quality of the series itself.

Yeah in the case of Steins;Gate I think it's carried in a big way by the specific kind of ironic weeb culture of that time period. The characters appeal hard to what was internet and anime trendy at the time with references, the maid cafe, etc. and it brought in a lot of goodwill from anime watchers even though the story isn't really that good in retrospect.

Fusing a "cool time travel thriller" with otaku subculture is a sure fire way of endearing one's self to mainstream demographics.
