Well yeah, JJL is like the one part the screenwriters can show off and actually improve the original story by chaging the narrative, but after SO I wouldn't be so optimistic. Besides DP is too purist to actually change the plot.
Part 5 got all the extra content it got because of it's popularity, dunno if JJL will get that much fanfare aside from getting rid of the obvious plot holes (flashback man, seashore baby, etc)

GW and SO had goofy looking character design reveals but SBR genuinely looks fan-made. I'm worried it's going to be a bigger shitfest than SO.

Does Tsurugi need to be portrayed as a disgusting creepy molester who tortures the heroine with his stand and nearly causes her to get raped by multiple people? No. Cut that shit out, maybe add some filler that actually makes the reader want this character to be saved from his shitty fate, and so on.

While having the characters show their bonds in small ways (for example Damo Nagging the twins for being careless indirectly implying he cares about their safety, Yotsuyu teaching Daisho how to do his job while Damo doubts the new guy has what it takes, etc)
The point would be to not go all corny with "Riggers are actually le misunderstood minority!" Just show that these people are more than meets the eye.
In the end Daisho asks Yotsuyu why are they engaging with the Rokakaka trade if they don't care or need money, and Yotsuyu just says that "That is what we do". Leaving the meaning of that to the interpretation of the reader

Mountain Tim investigating serial murders out in the wild west. People who wander into town keeping winding up dead, found in the dried up river on the outskirts of town. While staying at the hotel in the nearest town he falls for the owner's wife. He's a real piece of shit and he treats her badly. While out investigating he realises that most people in this town are broke as shit and are only getting poorer now they're getting less visitors, so he suspects a lot of people could be doing it for money. Turns out at the end the hotel owner, the guy in town with the most money, is the killer. He's also a stand user. After taking care of him, the wife turns out to be an accomplice, and she pulls a gun on him. She acted as bait to lure people away from the town so her husband could kill them, and she was into it as much as he was. He takes care of her, but he feels played, he fell for her looks like everyone else. He really thought for a minute she might be the one. He's thanked by the locals, but he doesn't accept any rewards, and then he sets off on his journey again - real cowboy shit.

It would be about her in the time after civil war but before meeting Diego. She is a mess emotionally and mentally because of what Civil war did to her.
Explain that one of the reasons for her to always have a lead in the race is because she is used to not sleep at all, and her horse is a breed specialized in endurance. She actually needs to take meds to sleep so "not sleeping" is her default.
Then have her monologue about disguising as a man because being a woman makes her an easy target, and how she is borderline paranoid about stopping or interacting with the other racers because of that.
All this to set up an oppressive and downer tone. The bulk of the story would have her finding a small cave to finally rest, as her horse is at it's limit, she takes cover inside the cave reluctantly, her trauma and her paranoia making her anxious.
She curls inside and prays to calm her mind, and suddenly a bear shows up giving her heavy PTSD but it runs away.
HP looks around and can't find her horse, thinking the bear killed it she chases after it, everything gets weird as shit with the forest extending and twisting in weird ways.
Eventually she finds the beast shot half dead by hunters, and as she stands in front of it the same hunters try to shoot her thinking she wants to steal their prize.
