I will answer honestly and without any attempts at being ironic and I don't care how dumb it makes me look.
The way the story is headed, Imu being the ultimate and last obstacle seems very unlikely. Yes Imu, both personally and through minions such as God's Knights and Gorosei, is a genuine threat, but its the sort of threat that is dealt with by multiple groups to show that said groups are all important and are on more or less equal footing strength-wise.
One also has to remember that Imu was introduced into the story very late, and so making Imu the final boss would be unsatisfying when there are characters that were propped as rivals for real-life years.
Plus One Piece is still a shonen, and introducing a new enemy to be beaten before main cast faces off against their rivals/older enemies is something that happens often.
I do not claim to have some deep insight into Oda's mind or story he planned, but I just can't quite believe that he would make Imu, a character we STILL only see as a silhouette, the final threat.
Sure, I may be a wrong, but Imu strikes me more as a plot device that will be overcome/hijacked before the real final battle begins. What I mean by that is Imu has introduced into the story a lot of seemingly cheat powers and concepts (teleportation immortality demon-related stuff) and it does seem like the sort of thing that would be either circumvented by the hero or stolen by the "real" villian.
I wouldn't be surprised if Imu got depowered too.

I personally don't have any particular preference for Blackbeard, I'm simply saying that people would feel rather strongly about Imu just barging in into the story, bathrobe slippers and all, not bothering to ever appear as anything other than a silhouette and becoming the main big bad when we have other established characters vying for that place for decades.
The closest analogy my mushed brain can come up with is that Imu is a raid boss and Marejois is a dungeon. We know they will get cleared, but are interested in which party does it first,who gets the loot and who wins the ensuing PvP.
