He's actually not, lol. Bakugou has a much stronger quirk, but Mirio is far more competent with his. Mirio's quirk is actually ass because it blinds you (which means he's literally fighting blind every time he uses his quirk in combat) and it requires insanely precise control or you'll get stuck and trap yourself.
But if you give Mirio OFA, then he'll quickly master it like All Might did in his prime. And a prime All Might + permeation (which is what Mirio would be) literally shitstomps the entire plot
