Or more like I don't think it was aimed at preschoolers specifically and was just meant as a general kids' show (the manga's existence at least assumes its audience is old enough to read it and follow the plot, so that's more elementary school age), but it was most frequently marketed to that age range because they'd probably be the most likely to want to play with dolls and stuff of the characters.
I think people bring up the "it literally has toys aimed at preschoolers" not to mean they were the only audience but to show that Sailor Moon wasn't written for teenagers/adults the way some fans of it claim.

The anime was specifically and intentionally aimed at a broader and partially younger audience than the manga.
Yeah, I agree, and I get I didn't phrase it too well. I was thinking more that like some of the younger kids reading the manga probably also watched the anime, so it wasn't necessarily like "only preschoolers watch this" even though they were definitely part of the anime's target audience.

Princess Tutu is REALLY bizarre, because the primary network that aired it (KIDS STATION) aired it at 10:30 at night, while most other stations aired it weekend mornings with the other baby shows. And the 2009 rebroadcast had multiple timeslots, so it was airing in both timeslots simultaneously.
Just because foreign kids media has more violence than ours doesn't mean it isn't for kids. Think about it, how old were you when you watched Sailor Moon?

dragonball is for toddlers and nostalgic men and they are fine with toys
so many 90s anime captured the zeitgeist of nu Japanese men molded by American NGO's and defence treaties.
They probably just didn't want to license Dragon Ball out to Sega.
