I hate these characters because most of the time they never come off as a genius. Rather, everyone else around them just comes off as extremely stupid. But that's more of a problem with authors not knowing how to write smart characters.

If you're talking about Rock Lee, that's not his character at all. He's not talentless either. He just only has a talent for taijutsu. He's dedicated, knows how to push himself to the limit, and makes his efforts matter. That requires talent and intelligence. Hard work doesn't always equate to results, but Rock Lee got amazing results in only a year as Gai's student and that was starting from being mediocre even at taijutsu. He was a flunky who was training wrong and had poor self-esteem, but acquiring a supportive mentor allowed him to utilize the talents he did have.

Gai was bullied because he couldn't do ninja techniques and neither can his dad despite the latter murdering four mist ninjas while turning to ash. He didn't bloat Neji's ego and had TenTen practice to be a tight holster because Kakashi spoiled Sasuke with the Chidori. Notice how Sakura became/fit/ after getting bullied by sound ninjas. Now Sasuke can't do anything without his arm and Naruto needs Senju arm hoping he doesn't become a Senju freak of Nature or a tree like Danzo.

Kishimoto has the wonderful problem of show vs tell where he manages to do both, but what he shows undermines what he's trying to tell.
You can kind of see some details that may suggest that Naruto is talent-less, but in that same capacity the majority of what Naruto can do is impossible for mostly anyone else and he still learns in record time. Learning shadow clones in less than a full night is just about the kicker. People will jump through hoops to make it seem like it should be a simple technique because it waves off the criticism, but it clearly shouldn't be a simple technique based on its rank and what it actually does. The bursts of effort he goes through to suddenly leap forward in strength at a moment's notice without paying attention to anything just makes him look lazy.

He's got no talent for ninjutsu or genjutsu, but being good at martial arts absolutely requires talent, dedication, and a level of intellect.
Lee thinks of himself as untalented because he's not in the same way as many of his peers, but his taijutsu skill is freakish. For what reason would you deny the actual display of skill and talent he put forth in being able to learn to open several gates in the span of merely a year? That's not just hard work. Hard work and talent are needed to reach such heights.

The thing about the Multi-Shadow Clone Jutsu that got it forbidden is that it's simply too dangerous to teach to those without massive reserves of chakra. Naruto has huge amounts of it even if you don't count Kurama and can split off bits of his stamina willy-nilly without having to really worry about it. Your average Joe shinobi will drain their chakra in just a few clones and then die. Earlier on, Kakashi had a limit of like a handful of clones PER DAY before he had to rest.
I'm not talking about the multi shadow clone being forbidden, I'm talking about the regular shadow clone not being excusable as something "easy" when it's a higher rank technique that creates a fully independent, thinking, physically realized double that is indistinguishable from the real thing, that can perform its own techniques, and as the series goes on is able to beam back experience, remaining chakra, and sage chakra without any input from the user. And he learned that in less than a night.

Lee was trying to teach himself taijutsu before Gai began training him and failed miserably. He was simply lucky he had a good teacher and that he was autistically dedicated to improving himself.
Meanwhile Neji was born a genius and he managed to teach himself palm rotation jutsu, which was meant to be a jutsu that can only be taught to the main branch, yet he mastered it by just observing it. The difference betwen him and someone with no talent like Lee is obvious.
