Canon just means that something is part of a fictional narrative, everything officially published is normally considered part of the same canon, or otherwise to be shoved in a different timeline if we get something from the same franchise but with elements that contradict the old narrative, like in a retelling for example, which Nanoha has literally a handful of.
A better question would probably be if Vivid Life takes place in the original timeline. But, even if for the sake of argument we assumed that wasn't the case, what we can say for certain is that it's at least very evidently based on the events of that original timeline.
