Dividing these different storytelling aspects into style or substance is moronic. They all can have style and they all can have substance. What themes or "message" a work has does not make it deep or important. That's a very juvenile approach to media.

Depends on the genre I guess. If the show is action heavy visuals take precedence over message. Slice of life stuff doesn't need worldbuilding so visuals could take precedence over it as well

narrative, then message, plot, characters, themes, visuals (also writing style). rock bottom is worldbuilding
entertainment is a whole different dimension. I consume fun sloppa but if the story tries to soapbox or act like it's something more I'll put my critic hat on
