Which and where? There's magazines that get delisted quickly so you can only buy the last two or three issues in some cases but that's unrelated to IP. Some other magazines have all digital issues available. The most common seems to be to keep the last year available for purchase. Once you bought them you'll be able to read them even when they get delisted from the store.
Bookwalker will block you from browsing the TL, BL and R18 sections and hide some soft-ero titles. But as a tradeoff you don't have to pay the 10% sales tax that Japanese IPs have to pay.

I learned Japanese and finding raws for manga is considerably harder than scanlations. Even if raws do exist, it's often that the raws look significantly worse. I remember when I wanted to read Bleach for the first time in Japanese and actually finish it, the only non-colour version I could find was a pretty shit scanjob where some pages had coffee stans or had bent pages blocking some panels (this exact torrent is still the only one on the regular site with seeds, raw, and isn't in colour), and this is a major Shonen Jump manga! It gets even worse for a lot of things, and while you can buy manga quite easily and for very cheap, it is still buying.

English piracy is light years ahead of Japanese piracy, learning Japanese will only make you actually buy manga. Hell, even sites like AnimeBytes is EOPheaven, though it's been getting better in that regard.
