Okay, let me see if I understand how Jodio's powers work, since I probably have some things wrong because I speedread Jojo's Storytime.
Powers:
x his stand makes it rain within its range (4 meters high x 3 meters in diameter)
x Jodio can control the vectors of water droplets (example: the water droplet he introduced into Dragona and circulated through his body to destroy the Stand that was infecting him)
x Jodio can control the weight of his droplets
x Jodio can change the weight of his water droplets multiple times, even if they are outside of his 4 x 3 range (see the fight against Bobby Jean and against rohan too, probably the way he destroyed the floor under the carpet without damaging it)
Limitations:
x He cannot control the vector of his droplets if they are outside of his range (he did not turn Bobby Jean into a Swiss Cheese at any point)
x Droplets cannot pass through bodies of water
x The stand must always be above Jodio and cannot move by itself.

I found the chapter, the droplet was not moving in a straight line, but hit the target while being held by the Soft Operators.

The main problem with the ending is that volume name feels untrue.

November Rain seems to be an incredibly powerful Stand, if the user is not inside a body of water and if the target is not further than 3 meters away.
I think Araki ranked some stands in power and placed November Rai above Stone Free, Star Platinum, and Golden Experience.

The first half is actually the weakest part, at least the WoU arc is a entertaining trainwreck the first arcs of Jojolion are mind numbingly boring and more than half of them could be taken out of the story or cut to half their length without affecting the story at all

I don't know how he'll reach 10 unless he makes another wou length arc again

The ending definitely reads better in binge format, but it still does not address what I as a reader was invested in. It expects you're direly concerned about Tsurugi in particular and the Higashikatas more broadly, and while you can enjoy that part of the resolution, how Holy was handled rings hollow.

Araki still depicted a lot of fucked up in shit in a shonen magazine like Cioccolata experimenting on people while they were alive, so I doubt it was content restrictions holding him back.
