Araki did a good job of balancing Gyro and Johnny as co protags. Neither feel like one gets overshadowed over the other, he gives both enough backstory and focus. Their dynamic is an A, because not everything was Joestar focused

The criticism is that Acts exist solely to give characters power ups like this is Dragon Ball.
Rather than write cleverly, Johnny is just handed the exact perfect ability that let him beat Sandman and Diego.
The criticism is that the Golden Ratio being introduced instantly before this is the sloppiest writing imaginable.
My personal theory is that he got swapped out all the way back at the first stage checkpoint (chapter 12 I think) since one of the race assistants who was in charge of the water makes a comment wondering 'is this really the same guy I saw at the starting line' which could be solid foreshadowing for him having been switched.

Acts are a way of telling the audience that the stand has the potential to get stronger with new abilities rather than how other stands just get that ability
The best part of this storytime is Steel Ball Run's obviously sloppy writing being played out slowly for us.
The whole crowd that acted like it running in Ultra Jump made it completely different from the rest of Jojo were literally bullshitting. Its arguably less tightly written than other parts in multiple ways.

The main criticism is that the mechanics of the golden rectangle usage make absolutely no sense and come out of nowhere, reducing the supposed "training" and progression of the main character to contrived bullshit, and I do not, in fact, think putting someone's sentences in caps is a counter to their point. Acts have only been used twice. And both times it was bad.
Koichi has acts, and the story writes itself exactly around the specific power ups that Araki planned out for him. Act 3 only exists to perfectly counter Sheer Heart Attack.
The same goes for Johnny. His abilities are created to exactly handle the particular scenarios that he's put in and they're preceded by extremely forced Spin lectures. Tusk 4 and Love Train, for example.
The worst part is that you as a reader cannot appreciate the struggle of the characters because their problems are arbitrarily solved by the power ups they get.
It isn't like Johnny got smarter or planned better, he arbitrarily unlocked a half-sentient drone strike that chases down his targets for him, in a way that you couldn't predict going into the fight or see as a consequence of his creativity. When Koichi developed 3 Freeze, again, it was an arbitrary ability that he unlocked that perfectly beat Kira at that moment. Not a result of his intelligence or strength or creativity.
This kneecaps the characters in a certain way because it prevents one from appreciating their actual development and instead makes it feel like they unlocked a secret cheat code no one else has.

Echos act 3 is an upgrade to echoes 2 which now has the words have weight to them. He counters kira but as shown it was situational and even when he uses echoes 3 later it's still situational. The problem with act 3 is that it only uses freeze when it could be using other words
The characters still have to find creative ways to use their new act and it in itself requires the users to dig deep and be pushed against the wall for them to evolve

The acts themselves cause problems for the story.
They're not instant wins, but they require Araki to force the characters to be morons until they 'unlock' the power up.
Here, Araki pretended that from all the Spin abilities that we've seen Gyro and Johnny pull off, that there was no way they could stop a bunch of dinosaurs with SFX on them, and instead they had to eat shit until Johnny figured out how to make homing blackholes before the real fight could begin.
Similarly, Koichi had to totally lose any creativity with using his own SFX and fail utterly until he unlocked his magic ability to make things heavy and the plot could move forward.
From all the many insane abilities we've seen Gyro and Johnny creatively do with the Spin and Tusk so far, them failing over and over while doing nothing and then Gyro babbling about the mechanism that unlocks the arbitrary power until he explodes is a completely forced crisis.
This more than anything is the type of disservice to the characters that I was mentioning. Sure, Johnny had to win instead of Sandman instantly disintegrating, but he had to totally fail to use any of his many talents or intelligence beforehand so the ability could be justified.
Johnny still struggled againat Sandman and had to pull off tricks like the butterfly and the steel ball to get the win
And while Koichi did manage to stop Sheer Heart Attack for a moment, he almost immediately got bitched by Kira and had to be saved by Jotaro soon after

I do agree the characters lose their past intelligence in the heat of the moment but I don't think it causes problems for the story
The acts don't suddenly solve the problem, it gives the characters a new way to approach a problem.
Araki does have the problem of not giving a good indication of how much time is passing in these long monologues mid fights but that's a common thing in majority of battle shonen
The characters failing first and then unlocking something to help them happens a lot in this series.
Johnny was in a situation where shooting nail bullets as they were wasn't gonna cut it nor was ricocheting gonna help

Its gives them a new way to solve the problem that isn't a product of their talent or creative ability, but instead is something essentially just handed to them.
It isn't like Johnny knew anything about Tusk Act 2 giving him homing attacks. He's as surprised as the readership is. It isn't a straight upgrade to Tusk that fits 'spinning harder because you know what the Golden Ratio is'.
Sure, Johnny couldn't have beat Sandman while bobbing the water holding a dismembered Gyro.
But he could have done much more before that point that he otherwise would have if not for the point being to lead up to Tusk Act 2.
He could have used his nail buzz saws like a power motor to pull he and Gyro away from the SFX chasing them, that is something that Araki would have plausibly written otherwise. Gyro could have turned his own belt into a steel ball like Johnny did in canon and used that to suck the SFX away, less plausible for Araki to write, but still something that could happen.
The Act system combines two really bad writing habits, making characters a lot dumber, and also giving them totally unpredictable abilities that let them win in a way that readers can't appreciate the struggle for.

They're more of upgrades and the assumed direction you could take it's concept. Tusk going from just spin to homing spin in the ground to spin that can transport to spin that can go on forever
If johnny would use the buzzsaw as like a motor I think it'd go into how crazy diamond can pull things that are broken together regardless of mass or weight of the pieces
Acts I think before their made to evolve do make the characters dumber but it's usually heat of the moment times where the character is put up against something that can counter their ability as it is
