It's three diverging timelines with slightly different things transpiring in each of them, and Valentine's overlaying all of them on each other to create a misleading image for onlookers and for the people involved.
How did Valentine plan all of this bullshit without having time travel powers? I don't know.

Its just to build hype and speculation. First we see Johnny get shot and wonder what happened. Then we see Wekapipo's perspective and think we might understand part of the ability. Then we see Dio's side and get confused again. Finally we see Valentine and they spell it out for us. I think you could guess the mystery after seeing everyone's perspective but this one is a doozy, can't blame people for understanding.

I just reread this arc a few weeks ago and its not far off from what he mainly does later, Araki just explained it terribly here which throws everything off. Its like when Bruno punched himself fighting King Crimson but was able to see his past self fade because of Epitaph (or whatever happened there)
