The only 10s anime I can think of that sexualized lolis are Ro-Kyu-Bu, the 2012 show about the uncle, and Tenshi no 3P. I can't think of any 20s anime that do. I think it was common in the 00s.
I kinda agree with that, though there were instances in the earlier 10's with lot of loli appeal (even if not outright JS), like Strike Witches (up to 2nd season, not the latest neutered seasons), YuYuYu (the OVA had peak JS as well), and a few under-radar minor instances like Dansai Bunri, but nothing explicitly lolicon pandering like the 00's. Still, compared to 2020's, huge difference. And I can't see it changing direction.
Oh, and I forgot the demon loli show from Spring 2011, Astarotte. You can't get much more lolicon. Good opening song.

2022 was the peak of the censored and nwo influence. Shows like Onimai and Mahoako coming out and selling super well regardless though showed the companies that otaku pandering was still popular and profitable. This is why we have seen more fanservice, nudity, boobs, lolis, panties, etc. Given that it takes time to make an anime, we'll likely see even more come out in the future, especially if more of it continues to sell super well. The main problem that we'll be left with is the quality one. Many modern studios cheaped out on the art a lot. Although most of the big ones thankfully still make stuff that looks pretty good.

Making nonhuman disqualifying is stupid as most loli characters aren't human. I pretty sure pic is a human though. I don't know if you count magical girls, but there was also the JS from mahoako (who will likely also get longer nude scenes in S2). On the topic of magical girls, they should help bring back loli fanservice as they partially carried it in the past. Illya still gets plenty of lewd merchandise, it only doesn't have outright nude scenes right now because it is in a serious arc, eventually it should return to sol. Nanoha also is going to get a revival which seems like something done because they saw tides changing. Other than this, you'd still get some human scenes like the changing scene in mysterious disappearances. This season there is shin samurai which had a human loli in panties and might show her butt this week. But again, saying no nonhumans narrows down things a lot, even if you were looking in the 00s.
