I think people often miss the other element to this, Giorno has elements from both Jonathan and Dio, so while taking out Diavolo was righteous, his deepest desire was to also give him a cruel fate. To an extent, he wasn't totally conscious of his stand's power activating that way because of the nature of requiem, but it was likely his unconscious will.

They both tried to defy kami sama and araki was raised christian. Kira would have been hung after 50 years anyway. Dio isn't a real character in part 3 and had a fitting death in part 1. Pucci had a fitting death where Jolyne the waterboy is carried by Emporio and Weather. Diavolo is punished because he tried to outpace fate and god and that was before all the shit he pulled with the arrow at the end. His crime was not drugs btw because Giorno still carries on the mafia including everything from murder to sex trafficking. I also doubt Giorno's anti drug stance completely as no mafia can exist without selling drugs. Must have been a trick to get Bruno to stop.

Relative to other villains? No. Dio for example ate so many people he couldn't remember the number, and this was in part 1. That number must've been like 100x by part 3, and his fate was simply disintegrating. By contrast Diavolo pretty much only kills gang members who are presumably already engaged in illicit activity, with some obvious exceptions like trying to kill his own daughter. Nevertheless he wasn't even the most fucked up villain in his own part, much less in the entire series. Yet he had the worst punishment by far.
In a vacuum? Maybe.
It's less about what he deserved and more about the limited methods that could actually defeat his stand. Giorno wanted a way to beat Diavolo when he used the arrow, and that's the ability he ended up getting.
This was my interpretation too. People perceive GER like it's one of the all-time broken powers, but I see it more as a hard counter to King Crimson.

Thematically there's a reason for Diavolo having this end. But looking at this in-universe, Giorno isn't a fucking moralfag when it comes to bad guys. Diavolo killed 3 of his friends in some of the most cowardly and brutal ways possible, plus he sold drugs to children and wanted to kill his 15 year old daughter that didn't know anything. Giorno couldn't care less about giving the infinite deaths treatment to him, he brought it upon himself.
He deserved much worse actually, that wasn't enough.

It is fucked up hence why "in a vacuum" he might have deserved it. But it's not more fucked up than what others were doing like Cioccolata, for example. Torturing old folks and dissecting them while they were alive. Ciocolatta got the longest beatdown but he still only gets 1 death. If you compare to other villains, there are lots that deserved infinite death loop more. Diavolo deserves maybe 1 death for each life he ruined, not infinite deaths.

We don't really ever find out. Seems like his group acted more as enforcers. Giorno fucked around and killed Leak-Eye Luca, who was threatening Giorno for being a non-gangster running a racket in their territory. This means that at the very least Bruno is responsible for strong-arming people who fight back against other gangsters that threaten them.
