but also every episode has been written directed and storyboarded by different people so that might have something to do with it

by the end they manage to find the location but it's fruitless because the hacker has a moving base and she (?) just throws the laptop off the cliff anyway.

That was pretty gay and the action felt so flat in the elevator fight. Last episode action was actually good

The story is just spinning its wheels every week. Pure filler right up until the final episode most likely.
