Because Index (the girl) is non-existent in railgun. Index is a living plot device and at no point did I ever like her as a character. Even in terms of comedy she is an eternal one-trick-pony whose sole joke is "hurr hurr I bit Touma's head once again! OK, guys, I am done, you can laugh now."

He's definitely cooler in Index. Sometimes he pushes it, but I have to hand it to Kamachi for making a character that I can believe can both get into a punch out with a demi god and also need to craft a gun out of a bike to deal with a magician raining fire down on him. It's nice to have variety over my number is bigger. Hell, even his my number is bigger fight had some cool tactics on both sides.

Touma is a really big deal and his infamy continues to grow. Bongs for example would give him a princess of his choosing no questions asked if here were to punch for their side, though he usually does it for free only occasionally wrecking their country as collateral.
