It's because part 1 was getting more interesting with each chapter and had a great ending. Part 2 started off interesting and was riding on the hype of part 1 but after a while the plot stagnated and nothing interesting is happening chapter in chapter out. Part 2 also has a problem with being unable to replace the great cast that part 1 had and people don't like how Denji's character arc was completely undone. People liked Asa at the beginning and were excited to see her grow but get annoyed when she barely changed and remained a loser.
Part 2 just isn't very well written nor is it interesting and doesn't do any fan service (in general, not as in sexual content) like other series start doing when they're losing viewers.
In short, Fujimoto's strength always lied in doing whatever the hell he wanted but this time around his shtick isn't working out and he doesn't know how to listen to fan feedback either. This worked in the past but I think this time he should start listening because CSM is declining in quality very quickly.
Dude might also be unconcerned with sales and just wants to finish CSM in his own (admittedly shitty) way completely disconnected from what made part 1 good.

Denji, it's not even up for discussion. He killed the manga, he got Nayuta killed and he got Asa ruined as a character. This cancerous tumor spreads pestilence wherever it goes.
It's only cool as a reference to Makima's bangs. Ironically, despite the much larger scale and destructive power than Makima's bangs, this bang felt weak and inconsequential. This comparison is very illustrative of how much and why the manga got worse after the timeskip.
It's similar to how weak in Naruto Shippuden the bijuu dama nukes felt compared to how impactful Kakashi's weak ass Raikiri felt when killing Haku.
