I really don't get why people like the 90s and 80s "styles" they simply look worse. It was also back when they still had noticeable influences from old western cartoons and hadn't developed their own look yet. No anime studio emulates those styles because they're less evolved so to speak. Modern anime is simply cuter and more artistically sound since the moe method has been fully developed. Not to mention, anime now is a lot more dynamic in how it looks, with a larger variety of stylistic differences to suit many different tastes.
Right now anime looks closer to western cartoons than ever. You could never look at 90 ovas and confuse them with TMNT. These days anime and netflix shit often look interchangeable, and it's only by common design elements that you can tell them apart.
Every western cartoon is cal arts now. While cal arts does sort of look like a shitty attempt at deformed characters, no anime really looks that plain and flat. I'd be open to seeing comparisons though that show how they look like western cartoons as it intrigues me.
A person who's not into animation will never be able to tell which one of those comes out of Japan.

Miyazaki's dad was an engineer and he saw hundreds of plane engines growing up. Wrong on two parts, Mushoku Tensei was not the first modern isekai to be popular and to be given a high budget and a great adaptation and it really is just Kadokawa pumping out shitty isekai adaptations, don't get me wrong it's not like other producers don't also occasionally make isekai, some low budget and some high budget, but Kadokawa is the reason we have like 75-100 shitty isekai a year and the reason isekai is probably even considered it's own genre in the modern day. 10 years ago they decided they where going to produce 100 anime a year and the cheapest option where WN adaptations, and cheap ones too.

For this style to come back, Japan needs many good animators who can convincingly imitate it. But most of their animators now are just robots who are only trained to redraw manga frames and the implied movement in between them, and do it quick. Japan has come to the point where they finally prioritise quantity over quality like in the West. It's oni.
