Yeah this is partially what amuses me so much about modern dating culture. According to wikipedia at least, hostorically the age of consent was more closely defined as the age of marriage. It used to just be set to roughly puberty, since that's when you can actually start reproducing. The original idea at least was probably just the belief most people have which is that fucking kids is a bad thing, so it was an enforced law to not fuck kids (pre pubsecent in this case).
There's no definitive reason why it was raised but I suspect it's sort of just the idea that even if they're physically ready to reproduce, mentally they might not understand the consequences. Could be related to industrial society as well and in regards to the workforce

If you want a proper younger woman/older man story from the same author, they made a story about a girl that is literally destined to marry her older love interest and it's the whole premise of the story.
