For one full year Index was under Stiyl's wing, he has fallen for her from the first sight back when she was in Necessarius jail, considering he was like 12 you can imagine what he felt for her. Touma, a complete outsider from another side did something he couldn't, he saved Index and Index herself, deprived of her old memories seemed to be fine with the situation, so he just ate it.
During OT Stiyl begrudgingly accepted cooperation with Touma because from Stiyl's standpoint most of Touma's problems came to life from him being a caretaker of Index... Then NT happened. Then Late NT happened.
Stiyl's eyes opened wide, Magic & Science politics and power struggles were not an ever present, looming threat to Touma's life and Index wasn't a burden for him to carry. Touma was the eye of the raging storm consuming everything in his path and Index was stuck flailing inside without much happiness or safety on her plate. As Touma engaged in battle with mages, terrorists, armies, legendary mages, nations, MGs, archdemons, trasncendats... Index's life was put in danger numerous times, Stiyl could no longer tolerate it and started looking for options to remove the creature from the occasion.
Now when the subhuman abomination had the decency to off himself he just fucking revives, if there was ever CODE RED moment for Stiyl, its now. Before this thing unlocks more of its eldritch abilities or blows the world up, off it, its not a good plan but its a plan. There is just one little issue, GT Touma is by far the most unstoppable and unhinged version of Touma.
