Heck, he could push out heat and freeze something while creating a ball of heat. There's no internal reson as to why he wouldn't do any of it other than plot not requiring it.

Awakening aside Doflamingo had one of the most bullshit fruits in the series, his abilities with his strings were seemingly endless. Puppeteering which can effortlessy control dozens of people simultaneously, automatic string clones almost as strong as himself, Overheat, cutting, making huge tentacles, the cobweb shield which could block pretty much anything, string bullets, putting together his organs, flying by attaching strings to clouds, and most of all the fucking Birdcage, which was entirely automatic, indestructable, and required no effort from Doflamingo.

Birdcage wasn't indestructible. Fuji or any other top tier can destroy it, its just that Fuji chose not to.

We have no proof of that. Fujitora could have solved the situation by defeating Doflamingo, sure, but the Birdcage was insanely durable. It was pushing the foundation of the city inwards, and Zoro who cut Pica in half couldn't even cut a single string. Not saying it's for certain but Fujitora could have just cut a few strings to allow people to escape at least, and still let Luffy be the one to defeat Doflamingo.
