It's ambiguous but there is definitely the implication that Chainsaw Man's powers are important to Death's plans, otherwise no point in involving him in the first place. But Death did say specifically that Chainsaw Man couldn't stop the prophecy, there is something, some important property of War's powers that makes her even more important than Chainsaw Man in Death's eyes. As far as we know it's the guilt powerup, but it could be something else.
